Blind Low Vision Early Intervention Program

The Blind Low Vision Early Intervention Program (BLVEIP) began in 2007 to provide supports to children from birth to school entry who are blind, have low vision or neurological visual impairment. Services are provided to children and their families living in the southwest region which includes Elgin, London/Middlesex, Oxford, Huron, Perth, Grey, Bruce and Lambton counties. CNIB and then Vision Loss Rehabilitation Canada (VLRC) have provided outstanding services to children and families throughout the southwest region since the start of the program.

TVCC is the lead agency and is responsible for oversight of BLVEIP in the southwest region. Beginning April 1, 2021, TVCC will begin directly providing BLVEIP services for the following reasons. TVCC already has a wide range of therapists and services in place across the southwest region. We can also share that the majority of children receiving BLVEIP services are also involved with other TVCC services. This change will better enable us to provide an even more integrated service to children and their families. As well, TVCC directly providing these services offers efficiencies by eliminating the added layer related to contracting services. As a result, more of the program funding can directed to serving more children. Be assured that services will continue to be provided within the Ministry mandate.

TVCC and VLRC are working collaboratively to transition BLVEIP service delivery from VLRC to TVCC. Together, we are working on a plan that will provide an even more coordinated service for families.

As of April 1, 2021, new referrals can be made to TVCC at 1.877.818. 8255 or faxing to 1.519.685.8705.  At TVCC, we work to support children and their families to achieve the highest possible quality of life. Through a family-centered approach, we provide a variety of services, resources and supports for children and youth with physical disabilities, communication disorders, developmental delays and autism spectrum disorders across Southwestern Ontario. VLRC will continue to provide specialized integrated services like Orientation and Mobility, Independent Living, Low Vision therapy, service coordination and transitional services and assistive technology programs.
